    Commissioners Investment Asset Management Strategy
    Department of Health

    At the heart of the drive to find and deliver greater value from primary care provision in England is the connection between the commissioning of services and the estate used to deliver those services. The need to create a greater strategic connection between commissioning and estates is detailed in the Department of Health publication, “Transforming Community Services (TCS)”.

    Turning this vision into a set of effective actions, creating a strategic link between commissioning and estates, and driving value into a hugely complex sector, would prove to be a long-term challenge.

    Initially the Department of Health turned to their own in-house infrastructure development experts, Community Health Partnerships (CHP). CHP successfully delivered the multi-billion pound Public Private Partnership Local Improvement Finance Trust (LIFT) programme, facilitating the development of over 250 new state of the art health and social care facilities.

    CHP recognised early on, that although they possessed the necessary technical know-how to turn the TCS estates vision into a series of planned actions and recommendations, they did not possess the skills to transmit those elements in an engaging and clear way.

    An area of specialism for Incite On is taking complex actions and instructions and distilling them down so that they align with the language and communication style of the intended users. This helps to give strategy the best chance of succeeding.

    Incite On were commissioned to work with the CHP team to create the Commissioners Investment Asset Management Strategy (CIAMS) documentation, an interpretation of the technical work completed by the CHP team in delivering the estates element of TCS.

    The key for Incite On was to create an easy to use step by step guide which built up layers of knowledge for commissioners whilst providing guidance and direction as to how this information could be interpreted when considering future service commissioning.

    Upon publication the documentation was universally praised by the PCT commissioning teams it was aimed at, and started the process of realising the potential for delivering added value through closer commissioning and estate management.

    Incite On has gone on to complete similar projects in areas such as integrated care and further enhancements around the LIFT programme.
